Well, by shimming the needle further , in my savage , you would be closing the opening for fuel to escape from the bowl not opening it up more. Removing the white spacer simply allows the needle to come further out of the jet. the spring on the bottom of the cup pushes the needle further away from the bottom of the throat letting more fuel come by and richening the mixture.
